Law enforcement in the field of industrial pollution control (IPPC), prevention of chemical accidents (Seveso) and establishing the EMAS system

The project "Law enforcement in the field of industrial pollution control (IPPC), prevention of chemical accidents (Seveso) and establishing the EMAS system" started in September 2012 and will run for the next two years, until September 2014.

The main Beneficiary of the project is the Ministry of Energy, Development and Environmental Protection (MERZ), with its Department for Integrated Permits, Section for Chemical Accident Protection and Section for Standards and Cleaner Production.

The overall objective of this EU-funded project is to assist the Ministry of Energy, Development and Environmental Protection in the process of implementation of the environmental legislation on the IPPC/IED, the Seveso III Directive and the Eco-Management and Audit Scheme (EMAS).

The purpose of this project is to build and enhance the capacity for enforcement of regulations aligned with the EU Environmental Directives, specifically for the Integrated Pollution Prevention and Control (IPPC), prevention of chemical accidents and the EMAS.

As part of the overall approximation work to be undertaken by Serbia this project focuses on one of the key parts of the Environmental Acquis, which is the further transposition and implementation of the IPPC/IED and Seveso Directives and on implementation of the EMAS Regulation.

The assistance rendered by the project team is focused on the strengthening of the capacities of the MERZ and provision of the necessary tools that will support their daily work in the three thematic areas and provision of training to other stakeholders to support them in fulfilling their obligations. In the area of IPPC permitting, support in better understanding of preparation of a permit application process is provided, aimed at improving the quality of applications and permits, as well. In the area of Seveso implementation support is provided to improve the processes of drafting Safety Reports and Emergency Plans. The establishment of EMAS certification process development is supported by strengthening the institutions essential for the functioning of EMAS and raising awareness of the business sector for the benefits of EMAS certification scheme.
